Paint why is crop greyed out

Clicking this button will remove everything outside of the dotted lines, leaving only the part of the image that's inside. Name your file accordingly and then save to wherever you want it.

On and older paint program it used to say stretch ans skew instead of resize. To crop i use the dotted line square button then click and drag across the area i want, then have to copy and paste in a new document. Its probably more steps this way but i've never noticed a crop button feature on mine. Uncheck the "read only" box. Then open in paint and try again.
