Answered What is the best strategy for catching Entei? Answered Where can I find Entei and Raikou? Answered What is the easist way to find Raikou and Entei? It is highly recommended you save before battling any of them - especially the Legendary Beasts since failure with any one of those also screws you out of Ho-Oh.
When you reach the Burned Tower in Pokemon Crystal, at the bottom of the tower, you'll find three Pokemon. On approaching them, they'll flee. These three Pokemon are known as Entei, Raikou, and Suicune, dubbed as the "legendary beasts" by players; in canon, they're Pokemon that died when the Burned Tower was set aflame, and revived by Ho-Oh. These Pokemon, for Generation II, are special, rare, and decently powerful as well, and of course worth capture.
Initially, only Raikou and Entei will be able to be encountered; Suicune, as the game's mascot Pokemon, will require a bit more work. After the meeting in the Burned Tower, Raikou and Entei are considered "roaming" Pokemon: they will be considered an available encounter on a given Route in the game, and when you change Routes so will they.
