Since the "Height" is part of the engage move it will use the engage feed rate. It has more control of the spindle and feeds when entering a hole, like you use in gun drilling. I would try setting a clearance plane, then possibly the approach feedrate would work.
You can also use a "User defined event" "Goto" point with a specific feed, but they tend to have associativity issues I think. Another option is to redefine the horizontal clearance where the yellow engage ends and where the cyan cut starts. Thanks for all of the replies. Here is the toolpath I am working with. For now I am just going to edit the vertical yellow line and override the feedrate, then when I get more time I will explore some other options.

G01 is machining instruction G00 is movement between cutting. One general comment on your video - your cutter is really long with large stick out. This will result in amplification of vibrations.
What you want is to have cutter stickout just larger than your cutting depth. This gives the best results. The closer you can get the bottom of the cutter to the collet the less vibration will come from the cutter - but this brings the machine down closer to clamps etc. My Z-clearance is mostly mm, had never anything breaking because of that unless I left something on the table and the tool crasked into it. The main reason why I break tools is that I made a mistake, and there were many of them so far.
But since 2 month tools get older and replaced mainly when they are not sharp anymore. These often provide a good starting point but can usually be further improved through a small amount of trial and error. Most machine controllers allow you to adjust the feed rate while a program is running and by listening to the sound the cutter makes this can be a good way of optimizing the parameters.
